A History of Advocacy
Children’s Trust Foundation believes in policies that strengthen families and children. Here are a couple of highlights of our policy and advocacy initiatives throughout the years. Find more details among the pages of our WINGS archive.
In 1990, Children’s Trust Foundation formed an aggressive campaign to fight the threat of Fetal Alcohol Syndrome in Washington. Our FAS Advisory Committee heightened the visibility of this issue by hanging posters in liquor stores and public schools throughout the state.
In 1992, we partnered with the Council for Children & Families (formerly the Washington Council for Prevention of Child Abuse and Neglect) to champion a campaign to rid Washington of Shaken Baby Syndrome.
In 1995, we used the Family-Friendly Index, a self-assessment tool developed by the Families and Work Institute in New York, to advocate to local businesses about the statistical advantages to a healthy balance of work and family life.

State Representative Ruth Kagi sat down with Francesca Kubo to talk about her history as a Children’s Trust Foundation board member, volunteer, and supporter.
Why did you join the Children’s Trust Foundation board?
At the time, I was involved with the Seattle Commission for Children & Youth. The need for much greater focus on children education was present and very obvious to me.
How did your work with Children’s Trust Foundation inform your work as a legislator?
Much of what I learned at Children’s Trust Foundation I carried into my future legislative work. A lot of my legislative career has supported families and children, sponsoring an early learning bill and a home visiting program, to name two achievements.
What are some highlights from your time on the Children's Trust Foundation's team?
Exciting initiatives for me included establishing the Hilltop Parent Support Center in Tacoma with Janet Miller. This was a poor area with tremendous turnover with kids in schools. At the time it was a cutting-edge effort for school-based Family Support programs. Janet Miller was truly a leader on these issues. My time volunteer at the Courage Classic Bicycle Tour was also a highlight!
How do you see Children's Trust Foundation as an advocate for child abuse prevention?
I have a high regard for the work that the Children’s Trust Foundation has done over the years, helping families on the grassroots level. Looking forward, I hope Children’s Trust Foundation will find ways to work with the public sector. We all need to find ways to leverage each other’s strengths.
